buggy off line setting

This is a great feature and is sometimes needed in an emergency for temporary coverage. The problem is that it only works about 50 percent of the time; the rest of the time, it does nothing at all. This has been going on on several accounts over at least the last 2 or more years. Is there any way you can fix this, please
